It is possible.

Store the content in FrameMaker files somewhere that handles versioning (SVN
for example).
Depending on your outputs use either runfm or WebWorks to 'build' the book
files.

That is the short version of our current system which we use to publish the
same content (with some conditional text toggles) to both JavaHelp and PDF.

I think that

elements that allow single sourcing.
Maybe you can further explain exactly what you are looking for, and what
your requirements are.
What you want to input and the output you need to produce (help files in
what format, PDF, html or what?)
