Yes. Either number everything, down to the paragraph (as you would in,
for example, a set of regulations), or nothing.
The concept of a chapter isn't useful in most of the stuff I do. It's
just a heading level, a class of elements in a hierarchy. What's an H1
in one context may be an H2 in another.
Typically my readers are coming to a topic by hitting F1 or a help
button, or by navigating a TOC, or by clicking on a cross-reference,
or by searching an authored index or whole text. Chapter numbers are
just meaningless clutter.
My PDFs do have running headers showing the current H1 > H2, and
sometimes my online help has "breadcrumbs."
