The "noisiness" of PDFs with visible hyperlinks is what made me stop formatting them visibly. We produce our documents with FrameMaker, so cross-references are all active hyperlinks in the PDF anyway; knowing that I wanted quiet pages and following the 3Com style, I decreed that they not be visible as hyperlinks.

One of the support engineers has now asked for blue underlined links, because a customer reading the PDF didn't notice that a requested cross-reference had in fact been added. Both the request and the way it was communicated to me set my teeth on edge 8^( But I suppose I should be mature about it. The consensus seems to be that it's a good idea anyway.
