That was my thought, too, but I've never been in a situation where PDFs
were the primary delivery method *and* I had the resources to index 
them.  Usually, my PDFs are created for print vendors or are used to
deliver archival copies of obsolete docs that are scans of old paper,
or I just haven't had the resources to fully index.  Hyperlink formatting 
of the page numbers only would be consistent with the way I usually
format jumps in the body, which is to use the old-fashioned
"see figure/table/page..." and not format any accompanying 
description.
