I'm referring to the people who would be most likely to have to
approve the funding for the sort of exercise I was talking about, who
in most cases are the same people who would have come up with this
looney "contest" idea. Just trying to make it seem as absurd and
expensive as possible so they'll figure out for themselves that it's a
bad idea.
