Our style is not to give any special typographical treatment to GUI
elements, based on the idea that the value added isn't worth the extra
cost.

We allow either of two workarounds to be applied consistently in a
product library.

The author can globally title-case GUI elements.

The author can selectively apply double quotes when the element label
can be confused with supporting text.
