Well, as you've noticed, there are good reasons why help for
viewing on a PC is different from help for viewing on a phone.
You either make two differently formatted/presented helps
and have your web server detect the browser and serve
the relevant one (of the two), or you create a combined
mish-mash and have the server constantly (multiple times
per page) deciding which version of each element to serve.
If your HAT doesn't know how to differentiate, I think you'll
need to do a horrendous amount of post-processing.
It kinda sounds like whoever is dictating your requirement
is looking for magic. Are they also willing to pay the java and
php programmers who are going to make it happen?
Sounds like re-negotiation is in order. Either for the requirement,
or for the tool. Hey, you get to learn Flare... :)

The HAT we use, Help & Manual, does not publish to a mobile-optimized Help system. It only publishes to a conventional PC-optimized online Help.
Our requirement is that the same published Help be optimal for viewing both from a PC as well as a mobile.
