Why do the programmers need Australia and New Zealand to be together?

I have seen some applications provide listings for language and include English with separate entries for U.S./Canada and U.K. It would not make sense that this grouping is language-based, since China is one entry and the Brazilian language is Portuguese.

People have discussed why these two as a regional grouping is not appropriate. Is it possible that the programmers do not understand that these two countries are only modernly related by being former British colonizations on either side of the Tasman sea?
