I agree. We strive to follow this style: To "X", do "Y". Tell them what they're going to do, then tell them how they're going to do it.

I'm working with a manual that was primarily written in the passive voice.
I'm struggling with how far I should go with my edits. No, there is no style guide, and as a result, there are many inconsistencies throughout the manual. Please see the examples below and tell me if you think I'm going too far with active vs. passive voice.
