Thanks Robert! Your idea pointed me in the right direction and I found a solution that was even easier, and it was staring me right in the face! I already save the Visio drawings to SVG, and an SVG file is an XML-based file. Fortunately, Visio is consistent in its markup. The vendor can work with the SVG files and translate just the <desc> </desc> markup. They won't have to worry about the Visio file and I won't have to worry about messing anything up trying to do it myself. Translation memory will hopefully keep track if anything changes between now and the next release.

Visio can pull text from an XML file. It should be cheaper to translate XML text files.
