I almost always prefer starting with something provided in writing. If I have to completely re-write, at least I have a starting point for asking questions and I have a better (if not always good) understanding of what the SME thinks is important.
Is it writing or editing? Sometimes it's hard to tell. But I would never discourage someone from giving me their draft. And I always encourage them not to worry about the quality of their writing; just get the main ideas down. This, ironically perhaps, often makes the drafts easier to read.
