It was very non-trivial, and yes it was done in collaboration with the content providers.

We analyzed the types of documents that were in the repository and came up with a baseline set of tags, then sent out the spreadsheets with our best effort at applying the tags and allowed content providers to edit as they would.

After collecting the spreadsheet with the provider's tagging we analyzed again to come up with uniform tags, for example some people tagged particular form of communication "Dear Administrator Letters" where some used "DAL". After we standardized the taxonomy all content creation groups got a last chance to review.

I think one of the things that made it easier for content creators to deal with is that we presented the exercise as organizing the content into folder, not just tagging. Tagging tends to feel a little less formal, where organizing into folder seems more rigid, so it was easier to get everyone to stay within the standardized set of tags.
