Questions that are not questions

Looking for suggestions. In this reference guide I am reviewing,
there is an appendix titled "Most Asked CAO Questions." However,
only one out of the seven "questions" listed is actually a question.
For example:

QUESTION: "When I request an update, my e-mail host returns a
HOST UNKNOWN message."

The implied question is "Why?" but it seems silly to put "Why?"
after each one. Does anyone have a better idea instead of using
the word "Questions" in the title? (BTW: Each "question" is
preceded by the word QUESTION as in the example shown.)

Or is this okay and I shouldn't be bothered by it?
