Where is your friend located? Here in the Washignton, DC area, when I
needed translations, I could turn to the State Department list of
translators or to the scientific/engineering community of NASA at Goddard
Space Flight Center. Have your friend check with the nearest center of
engineering activity as a probable source of capability to do what he
needs to have done.
