I don't know what the MS Style Manual might say (and quite frankly, after
buying Office Pro 95, and getting that -thing- that passes for
'documentation' at Microsoft I am not really interested in what they have to
say about the matter), but the difference between Internet, and internet is
fairly simple.

There is only *one* Internet. It is -the- Internet.

However, you can always configure your very own internet -- 'internet' here
being an abbrieviation for 'internetwork', I guess otherwise known as a WAN
(Wide Area Network) -- or is an Internet something that connects otherwise
disparate WANs?

Oh, yes, the Internet is made up of lots of internets. Like the NSFNet was
an internet, or like AARNet or BARRnet is an internet, but only the whole
conglomeration of these internet thingies is The Internet.
