The "Frames" are conceptually identical with minor button/menu
and display changes.

No way. I helped hire two monstrous disappointments in the
last four years. One with 15 years and another with over 30
years experience. They both claimed expert knowledge of
Frame and Word. I spent more time helping them than working,
they never delivered anything useful, and we had to fire both.

My mistakes in hiring have taught me well, and it sounds like
you have experienced some of the same. I don't know if
certification is the answer. For me the answer is to be more
diligent in interviewing and less trusting of what people "say
they can do." Now every candidate has to show what they can do
through writing samples, answering a few technical questions,
and passing a short test (without knowing they're being tested).
