Thanks to all for the replies. (I'd have acknowledged sooner but an early winter storm knocked out power here in southern New Hampshire for three days. It just came back on. Fortunately, we had power at work, just no access to my home email account.)

I don't think it's Frame alone that's causing the problem. I uninstalled it and installed version 5.01. No change. The culprit may be another program that overlaid a Frame component (DLL?) but the Frame install wouldn't overlay it. My suspicion centers on Adobe Acrobat 3.0, which could well share some components with Frame. I uninstalled Acrobat 3.0 and the PostScript software that comes with it, then reinstalled 5.1.1 - no dice. However, I might not have gotten everything on the uninstalls, even though I cleaned out the registry by hand.

Another TW here has 5.1.1 (Adobe Copyright) while I have 5.1 (FrameMaker
Copyright). She's had all sorts of trouble with 5.1.1 while I'm rolling
along fine with 5.1.

It sounds like Adobe is playing with their new toy and either:

A) Haven't gotten it right, or
B) Deliberately screwed it so we'll buy PageMaker.

My guess is "A", as we're equally likely (or more likely) to buy Word.

Sorry I can't help with the specific problem, but at least I can say others
of us are in the same boat.
