I haven't seen anyone address this, so I'm going to put in my two cents.
You CAN do inter-file cross-references. I create manuals using Word and
each element (master TOC, glossary, index, chapter) is in its own file. And
I use (what I understand to be) inter-file cross-references.

I bookmark the text that I want to reference (for example, a heading in
Chapter 1). In the file where I want the reference (Chapter 2), I insert
the IncludeText field code with the path to Chapter 1 and the name of the
bookmark. This alleviates having to edit the references to ensure the
wording is correct.

Now, I have not found a way to use an automatic Word feature to tell the
reader the page of the bookmark, but our standard is to just indicate the
chapter. If anyone does know how to do reference page numbers for pages
numbered by section and page (4-1) or a more elegant way to do
cross-references, please let me know.

Disclaimer: I've never used Frame so I don't know if this is a better or
worse way to do references.
