Does anyone know if APA or Chicago have established online citation
conventions?

Chicago 15.423/.424 (p. 633-4) lists some basic conventions for computer programs and electronic documents, and although no web pages documentation is listed, sample citations are provided for listservs and online databases. Chicago suggests contacting the ISO for more information:

You may also want to check out the MLA Handbook (3rd edition)...I'm fairly certain that online documention standards are addressed.
