At this point, I do not have any say in changing
the wording. What I need to know; the sentence
beginning with 15 gallons..should it be 15 written
out as fifteen gallons..; which is not keeping with
the convention of writing out numbers less than
ten; and anything over that using the numeric
value . . .

Fifteen should be spelled out at the beginning of the sentence. If you
want to leave it as a number, you could use a semicolon instead of a
period as follows:
The coolant supplied to the test stations is a dielectric liquid; 15
gallons per system is required.
