The approach I've used successfully is as follows:

1) Run HTML Transit as usual with the "convert graphics" option on.
2) Export your graphics as GIFs of the appropriate size directly
from the graphics application.
3) Rename the manually-exported GIFs with the filenames
automatically assigned by HTML Transit
4) Change the HTML Transit to select the "don't convert graphics"
option for all subsequent conversions. With this option selected,
Transit will insert the same IMG SRC tags in subsequent conversions
but won't pay any attention to the graphics themselves; the HTML
pages will simply link to existing graphics files. Normally, this option
is used to speed up the conversion when re-converting a document
in which the graphics have not changed.

It would be nice if HTML Transit handled graphics conversion better,
but unless your documents have a huge number of graphics in them,
this procedure really isn't a great burden.
