The usual type of ref I've seen is:

Author / publisher (site owner) name; complete URL; full date and time.

There are two problems with these citations. First, they are necessarily
"unreliable" (most web sites are totally unrefereed and aren't subject
to any verifiable editing or other validation). Second, they are
unstable (web sites can change overnight or faster) -- which is why you
put the full date and time rather than year of publication.
