How does one respond to an [intimidating manager] without using the same
tactics?

Leave the company and demand an exit interview with the HR department to
explain your reason(s) for leaving. Incompetent managers hate when HR
grants voluntary-turnover exit interviews.

Charlatans ironically donning the title of "manager" usually get themselves
fired or otherwise leave in due time. Upper management notices the high
turnover and HR compiles a huge docket of exit-interview complaints
fingering the "manager" as the cause for turnover. Before long, culprit
gone.

Life's too short to put up with insecure power mongers. Move on and enjoy
your profession.
