Not at all.  An item that will be a book has the form:

  n Book title

    Legend
    ------
    n              A number indicating the level.  Books can appear
                   at any level in the TOC.  For any value of n (1 or
                   greater):
                    *  The most recent book numbered with the value
                       n - 1 will "contain" this book.
                    *  Books and pages numbered with higher values
                       (n + x) will be "contained in" this book.
    Book title     The text you want to display next to the book
                   in the TOC.

An item that will be a page has one of the following forms:

  n Topic title=topic_ID

  n Topic title=topic_ID>window_class

    Legend
    ------
    n              A number indicating the level.  Pages can appear
                   at any level in the TOC.  For any value of n (1 or
                   greater), the most recent book numbered with the
                   value n - 1 will "contain" this page.
    Topic title    The text you want to display next to the page
                   in the TOC.
    topic_ID       The unique identified (specified in the # footnote)
                   for the topic associated with this page in the TOC.
    window_class   The window (defined in the HPJ file) in which you
                   want the associated topic to appear.
