The usual practice in copy redaction is to refer verbally to 1 heads, 2 heads, 3 heads, ... , and to label each in a manuscript by writing the appropriate numeral in a circle, in the left margin. The numbering starts at the level BELOW the article title or chapter title; so a chapter title is called a chapter title, not a 1 head; a book title is called a book title, etc.
The designer specifies what these various tokens represent by writing a style sheet that references these various names.
The parallels in the digital universe are obvious and I won't belabor them. Suffice it to say that whatever software you might be using has a mechanism that allows you to implement the same scheme.
