I wonder if accurate, complete, usable, timely, and ``ugly'' documents are
a good business strategy.

When I'm working as a technical writer, I often find that my knowledge of design gets me contracts. I wouldn't call myself a professional designer, by any means, but I know enough to produce work that is more attractive -- and therefore reflects better on a company -- than most tech-writers. I've lost track, but I must have had over two dozen contracts where my design knowledge helped seal the deal.

Besides, I do not see why documents produced with LaTeX are more
fossilized than documents produced with FrameMaker.

In fact, it's considerably less, in that it is freely available and its format isn't dependent on a single company.
