There are three main requirements management programs available:

Rational Requisite Pro, now owned by IBM
CaliberRM, now owned by Borland
DOORS (Dynamic Object Oriented Requirement System) by Telelogic.

All three have good and bad points. All three are competitive in
pricing (and not cheap). All three will not satisfy every user.

You need to write your own requirements document first. What do you
expect from a requirements tool? What functionality will you need? How
important is each requirement? Then, look for a tool.

When Merck purchased Telelogic DOORS, the group involved had a list of
requirements and gave each a level of importance: 3 = must have, 2 =
really need, 1 = nice touch. As we previewed each of the three programs,
we rated how well the program met the requirement: 3 = completely meets,
2 = needs some configuration, 1 = needs outside add-on, 0 = not met at
all. Finally, we used a spreadsheet to multiply importance x met
requirement, then added the columns down. We then purchased the tool
that best met our needs.

(By the way, I have used all three programs, and love DOORS the most.)
