PDF is not an editable format, at least not in any meaningful way,
and if all you've got is a PDF of a scanned printout, you can't even
do that. The answer is to get the original source files. If you can't
do that, you're kinda hosed. For future reference, if you're paying
for the production of the InDesign and Illustrator files, make sure
your contract specifies that you own those files -- then get the
files and store them somewhere safe for future use.

scan the pdf and see if any text comes out....>>
Depending on how long the document is, you may have better luck
creating the file from scratch. Or if you can obtain an older version
from your backups or your contractor's backups, that may save time;
then, all you have to do is proofread the source files and compare
them against the PDF to see what changed.
