There are those of us in government service who take the content in our care, and the ability of the average person to find and use it very seriously. Over my tenure with the NYSDOH Health Commerce System, we've implemented every single one of Tony's recommendations, and more.

Sure there's lots of crappy websites out there, government or no, but there are those of us who work hard every day to make sure we get it right.
When the crappy website belongs to a crappy business, I go to some other business.
When it's my local county that has the crappy website, it's really difficult to go to another county. I'd have to drag 70 head of livestock, 14 farm buildings, and 100 acres across the river. (Yes, we get up at 4:00 in the morning.) And I'm afraid the other county's website isn't any better.
Telling the county, "You have a crappy website," does not elicit a worthwhile response. Nobody says, "We would like to hire you to fix it." Instead there is some kind of excuse, one that does not threaten the job of anyone in the county government.
