I'd start by trying to find out what Nick Corcodilos thinks. Here is one of his articles about hiring: http://www.asktheheadhunter.com/10402/federal-reserve-recruiters

Nick is iconoclastic. If it were a word, he would be HRoclastic, because he thinks HR gets in the way of good hiring.

Has anyone created a hiring plan/proposal? Any advice or examples would be a HUGE help to me! Thanks in advance.
