Be active throughout and not just active voice in your sentences. Winning proposals show a dogma that the bidder is the best contractor. Think of this more as "assertive voice." Say, "Company X will meet the SLA targets." It is almost a way of saying Company X is better than any other bidder because it could imply no other company will meet SLA targets. This is what politicians do to win elections.
