Dana,

My guess is that the agencies insist on putting you on a W-2 because they'd
prefer treating you as an employee, not as an independent contractor. If
they treat you as the latter, while the IRS says you are the former, that
creates problems all around. Do you expect that multiple agencies will
be your clients, so that you'll be setting your own schedule (and otherwise
be autonomous)? If not, your having incorporated your service may not be
enough to satisfy them.
