Why does the TOC get truncated when you click a topic?

What if you want to check out several topics from the original TOC -- it's not obvious how you re-display the complete TOC so you can get to another topic.

The underlying assumption is that once you are there, you have found what you wanted.

It's not unlike the practise, now somewhat obsolete, of posting street names only at their ends and not at the signs for minor intersecting streets. "If you're on this street, you certainly know where you are. No need to tell you. EVERYBODY knows Elm Street. And if you're from out of town, what are you doing here anyway?"

Or the practise, still incredibly common, of constructing government websites according to the internal structure of the government. Can't find the Water Department's hours? That's because it's under Facilities > Services > Infrastructure > Parks, Water & Sewer > Water & Sewer > Water > Office hours. And at each level you can only see one level deeper, and not the name of the current level or the ones above.
